Summary of the Reform

At the current stage, the social assistance system in Moldova faces several severe problems that have made reform necessary. Social assistance is unevenly distributed across the country, and the number and quality of social measures and services vary from one district to another. In some districts, certain social services are missing, depriving vulnerable populations, especially children, the elderly, and people with disabilities, of assistance and support.

In addition, gaps have been identified in the social assistance funding mechanism, which, in the current formula, affects the development and functioning of social services and does not cover the minimum social assistance needs of vulnerable populations.

At the same time, there is a shortage of personnel in the social assistance system, largely due to the demotivating salaries of social assistance specialists, as well as the lack of a mechanism for professional training and development.

Furthermore, the digitalization of the social assistance system is necessary so that beneficiaries can have easier access to social services and benefits, and specialists in the field can analyze data more quickly and make informed decisions.

Our plans

  • Creating territorial social assistance agencies, which will ensure better coordination between the central and local levels in implementing social assistance policies.
  • Modifying the minimum package of social services, which is currently funded fragmentarily and does not meet the demand from the population.
  • Revising the Nomenclature of social services to better define the categories of social services.
  • Evaluating the need and planning of social assistance services at the district level.
  • Developing an integrated information system in the field of social assistance.
  • Developing cost standards for social services.
  • Revising the salary mechanism for social assistance specialists.
  • Developing a system for continuous professional training of social assistance specialists.
  • Creating a Silver Fund to support elderly persons.
  • Modifying the Law on the legal status of domestic caregivers.
